施幹克—拼命總督(期間19510913~19540303)

Hubert G. Schenck(施幹克)1951年10月才來台灣報到,13日飛返東京之新任經合分署長施幹克氏,因颱風關係,已提前於昨晚七時許乘西北航空公司之班機離台飛東京。11月13日起正式視事。

 

1952-02-9「共同安全分署施幹克署長之特別助理葛仁德偕夫人皆署計劃主任聖路易,同乘西北航空公司班機自東京抵台北履新。施幹克署長暨該署高級職員多人赴機場歡迎。葛仁德氏係協助施幹克署長處理分署一部份主要工作,聖路易氏為接任前計劃主任史密斯之遺缺。」一下子增加人員及單位。

19520616施幹克『成員走訪台灣西海岸』內含19520605安全分署特別助理葛仁德Robert Y. Grant.「準備的資料」及「走訪台灣西海岸的報告」。(行程從5月12日1400到5月18日晨0805抵達台北,5月17日2330從台南搭夜車回)

這行程連竹筏這種交通工具都描寫,施幹克署長之特別助理葛仁德偕夫人2月9日才抵達台北,5月去視察,這簡直太厲害!!!  那時的行政院都在睡覺,會有人能寫出去外傘頂洲這種漲潮,就不見的地方嗎???

 

安全分署特別助理葛仁德去中南部視察工業及水利建設情形,已於前日視察完畢歸來,據陪向葛氏之建設廳工業科蕭理昌科長稱:此次葛氏在南部視察的單位,除水利方面之嘉南大坍及阿公店溪外。工業方面計有工礦公司麻袋廠,南洋榨沺廠,揚子木材公司,永豐紙廠等,皆是與美援有關之工廠,葛氏為明瞭美援所發生之效果。1952-05-20(新聞遺漏5月14日1230~2020以及5月15日0820~1930去視察monazite sand deposits的20小時活動

 

施幹克1897年生於田納西州,1922年畢業於俄勒岡大學,1923年自該校得碩士學位,1926年自加州大學得博士學位,1935年任史丹福大學地質學副教授,1943年入武裝部隊服現役,曾先後任民事及工務官員,1945年出任盟總天然資源局局長。其父威廉.施幹克,曾於上海附近開辦第一家棉子油廠。現任駐日盟軍總部天然資源局局長施幹克,一待停服武裝部隊現役,即將出任經合總署中國分署署長職務。關於將在台灣遇到的那些問題,他個人具有豐富的經驗。施任職盟軍總部,對於使日本戰後經濟居於穩定地位,貢獻良多。

施幹克博士以輕鬆之語調稱:我兄弟亦曾在遠東經營商業17年之久,岳父是瑞典駐華首任公使,自己則於30年前曾在廣西做地下資源勘查工作。

共同安全分署新任署長特別助理葛仁德,葛仁德係富有經驗之礦冶金地質專家,自1945年以來,迄為駐日盟軍總部天然資源局採礦地質司司長,曾協助日本發展煤礦及金屬礦藏,並對日本河道之控制及利用不遺餘力。1938年畢業於華盛頓大學,1940~1941服務於俄勒岡之康尼古比金礦。為美國冶金工程師學會會員,自1941~1946年間葛氏曾服務美軍,退役時曾職至中校級。(1952-02-09)

1959年8月7日發生水災助理署長葛仁德。表示葛仁德停留到1959年。

如如搭配著1950年8月TIME 的封面看, 杜魯門把台灣總督換拼命三郎施幹克,是有時局的考慮。

    葛里芬1893/9/27生於密蘇里州堪薩斯市,1917畢業於史丹佛大學,1917~1919從軍。

    1948~1949在ECA分署副署長,1950國務院東南亞經濟主管,1950~1951為ECA遠東計畫組長,1951~1952經合署與共同安全署遠東特別代表。

    1952/2/5MSA No. 8-28的新聞稿『在報告亞洲之行後葛里芬離開在MSA職位』(葛里芬文書),新聞稿如此描述他:「R. Allen Griffin是美國東南亞經濟援助計畫的主要建築師,在頂禮拜結束在共同安全署之服務,MSA代理主管C. Tyler Wood今天如此宣佈。」他是迷樣人物,吳國楨稱呼他「葛里芬上校是前舊金山市長賴普瀚在ECA分署長時的主要助手。」他來台灣的次數無法詳數。

    Remembering Dr. Hubert G. Schenck

    First time I met Dr. Scheck was in Taiwan with my father in around 1952. I don’t remember the exact time. He was a big shot in Taiwan because he was the head of US aid to Taiwan government. At that time Chan Kai-shek was forced to retreat to Taiwan by Mao Tse-tong. Chang’s fate was totally depended on the US aid.

    I don’t remember how my father knew Dr. Scheck. Anyhow he took me to the office of Dr. Scheck. At that time his office was at the building near President Office Building. Dr. Schenck needed a Formosan monkey (Macaca cyclopis) and my father told him he can get it. Then my father and I went to Taipei zoo, at that time it was located in 圓山. The director of the zoo told my father it is no problem to give a monkey to Dr. Scheck but it is better to give him an official request letter.

    In 1954 I left Taiwan to study in the US. First I got the MS degree in chemistry from University of Notre Dame in 1956. I moved to Stanford University for further study chemistry and biochemistry. I visited Dr. Scheck many times and he was always happy to receive me. I also met Mrs Scheck, Inga who was very nice to me. At that time Dr. Scheck told me there was another parson at Stanford who had some relation to Taiwan. He was George Kerr and later I visited him.

    Dr. Scheck had a Taiwanese house helper and the first one I met was Mr. Wu (呉). But I don’t remember his first name. The helper was also called Mr Wu. His name is 呉朝家. .I also visit Mr. Wu quite often because he was only Taiwanese I knew in 1956 in California.

    Dr. Scheck suffered hepatitis in Taiwan and he had the sickness even he came back to the US. Eventually he died of hepatitis. Chang Kai-shek gave him a telegram of condolence.

    After his death Mrs. Scheck moved to Connecticut because his daughter also moved to Connecticut. Dr. Scheck’s son-in-law was a well known submarine captain Mr. Beach. During the Pacific War he was engaged in sea war in the Est China Sea. He sunk Japanese transport ship with a total of 28,000 tons. He received the news of the end of the war in the Japan Sea. After the war the US built many atomic submarine. Captain Beach’s atomic submarine was the first ship made around the world by diving. He stationed in Gordon, Connecticut submarine base. So my family visited Mrs Scheck at Gordon’s house. In 1962 we left Connecticut and I moved to Utah. Since then we lost the contact with Mrs Scheck.
